As for the icons, that looks like Docky for the icons.

I use a combination of ACYL and Token Dark, personally. Simple icons, consisten colouring, and they look great too.

Kept the top bar for launching apps/screen switcher/systray, but use a custom AWN theme on the bottom right as the taskbar. It autohides as well.
