If you want to be able to read and write data to a partition from linux and windows you are not going to be able to use ext.
Your best bet is to use a shared ntfs partition.
You should also be able to select:
Advanced or manual partitioning.
To build kernel packages you should use fakeroot and make-kpkg

All you have to do is install ubuntu to the usb-drive and install grub to the MBR of the USB.
